I don't think Pitino was fired for recruiting a player from an under top 30 program. There are lots of players who transfer from top 30 programs who wash out after transfer. It is no guarantee. Charles Cooke is playing in the NBA? Which top 30 program did he transfer from? If all you care about is the program pedigree, then talent evaluation is not your strong point.
