Can they actually tell a recruit they offered a scholarship to (like Gaines) they want to wait on the other visits before he could commit to them?
It would seem odd for the staff to think that the higher priority guys would still commit on there visits (if Gaines had actually commited to us first).

Yes, this happens all the time in recruiting. They obviously are not so blunt about it, but this is definitely a common thing that happens.
