Yes and No.
Small talk is encouraged if it has a purpose...like to clarify a call or just make a light-hearted comment to reduce and control emotions...(or to comment on a hot cheerleader
). But only during dead ball situations.
In no way, shape or form is a ref supposed to 'escalate' a situation...we should stay neutral, be assertive and/or calming, which isn't easy in an emotional, testosterone fueled contest.
If a player or coach escalates anything, that's when a technical foul needs to be assessed. But we're supposed to avoid those situations when possible.
