For those who would still ask “So...what is the policy?” the A10 agreed in May 2016 to rescind the more restrictive two-year transfer rule and align with the NCAA policy (currently one year but subject to removal in a vote later this spring).

The link u posted says nothing about the rule being rescinded. Where did u find that? If I am wrong, my apologies. Either way, arent schools still allowed to block transfers to certain schools? I dont recall an A10 to A10 transfer. Gotta believe there is a reason for that.
