I dabbled in D3 ball back in the 90s and the rules are 99% the same with only a couple variances. But one remains consistent; you only stop play when you hear a whistle. Even then (jump ball struggle) players rarely stop...this situation should be no different.
The rules for when an official can stop play are spelled out. There are correctable errors and under 2-minute opportunities...that's it. Inadvertent horns are not mentioned anywhere.
Regardless, it was a confusing situation and an obviously frustrating game for players, coaches, officials and fans. Emotions get inside everyone's head and only makes things worse as most people want to place blame on everyone except themselves. Which typically means the officials are the problem...when, in reality, it's an impossible situation.
