Just a thought of my knee jerk reaction. This sounds like the Al Capone syndrome. Everyone knew that Al Capone was a murderer and thief. But, there was no evidence. So, the detectives put him in prison on a tax evasion charge. The penalty was harsh and to the extreme allowed by law for failure to pay tax. They only nailed The University of Massachusetts on a small dollar amount but there must be more that we are not hearing about. Hence the penalty is more severe than Warranted by the formal evidence.

Not sure about recent history (i.e. since one slime ball left) that they have been a constant and

Sadly, we base this level of thinking on what is going on inside our country with claims and counterclaims and the media. On face value this appears to be a punishment entirely out of sync with the level of known transgressions.
We have read and heard (based upon recorded phone conversations) significant issues with paying certain athletes attending high level BB programs. A direct knowledge of events yet no known punishments after 2 years of "investigation" (?). Seems out of sync with what has happened to UMass ...
